一、项目背景

1.Project Background

为做好西周土墩墓群遗址保护与展示工作，建设集遗址展示馆、遗址博物馆和绿化园区为一体的国家级考古遗址公园，打造衢江、浙江乃至全国的金名片。项目以姑蔑国遗址的保护和研究为依托，深度挖掘姑蔑国遗址文化价值，建设成为集展示、保护、管理等功能为一体的专题博物馆。本次征集旨在邀请具有相关建筑设计经验的高水平团队按照建设面向全国和世界游客的遗址博物馆的要求，秉承国际化、绿色化、智能化、人文化，提供高水准的建筑设计方案，使姑蔑古国考古遗址公园博物馆在文化溯源、文化传承、文化传播等方面发挥重要作用。

A national archaeological site park composed of the exhibition hall, thematic museum and green park will be built as a landmark of Qujiang District, Zhejiang and even China to conserve and display the site of mound tombs, which dates back to the Western Zhou Dynasty. On the basis of conservation and research, the project taps into the cultural value of the site of Gumie, an ancient state, and turns the site into a thematic museum that integrates display, protection and management. The collection aims to invite high-level teams experienced in architectural design to provide high-standard schemes with international, intelligent, cultural and environmentally-friendly features in light of the requirement for building a site museum oriented to national and international visitors. With this, the museum and exhibition hall of Archaeological Site Park of Gumie will play an important role in tracing, carrying on and disseminating culture.

二、设计范围及规模

2. Design Scope and Scale

衢江区姑蔑古国考古遗址公园博物馆用地选址于遗址公园核心区的西南角，项目包括遗址博物馆一座、考古工作站一处（与遗址博物馆合并设置）、地下停车库及室外配套设施建设等，其中：

Located in the southwestern corner of the core area of Archaeological Site Park of Gumie, the project consists of one site museum, one archaeological workstation (in combination with the museum), one underground parking garage and outdoor supporting facilities. Of them:

遗址博物馆建设用地面积约38000平方米，采取近期与远期相结合的分期建设方式。近期博物馆拟建设总建筑面积约20000㎡,包含考古工作站近期建设3000～4000㎡、地下及停车库建筑面积约5000㎡；遗址博物馆屋面高程建议低于77.00。远期建设总建筑面积达到30000㎡（考古工作站建筑面积达到5000㎡）。

The museum covers an area of about 38,000 square meters and will be constructed in both short-term and long-term modes. The area for short-term construction is about 20,000 square meters, including 3,000-4,000 square meters for the archaeological workstation and 5,000 square meters for the underground parking garage. The suggested roof elevation of the museum is lower than 77.00. The area for long-term construction reaches 30,000 square meters, including 5,000 square meters for the archaeological workstation.

三、设计内容

3. Design Content

遗址博物馆集展示、保护、管理等功能为一体，主要包括展示陈列、保护管理、多媒体展厅、多媒体报告厅、可移动文物保存、游客服务等；考古工作站包括出土文物修复室、文物库房、考古工作室、研究室、办公室等。方案设计应对用地及周边区域进行分析研究，针对交通流线、景观视线、环境协调等内容进行深入论证。在空间功能、参观流线和建筑风貌等方面应与周边环境充分结合、统一设计，并对周边区域建筑风貌提出建议。

The site museum integrates functions of display, protection, management, multimedia exhibition, preservation of mobile cultural relics and visitor service; and the archaeological workstation consists of the unearthed relics restoration room, cultural relics storage, archaeological studio, research room as well as office. Analysis and research of land use and surrounding areas as well as in-depth demonstration on traffic flow, landscape view and environmental coordination are required when design schemes are drafted. The schemes should fully embrace surrounding areas for unified design in the spatial function, visitor route and architectural style. Suggestions on the architectural style should be offered in consideration about the construction of the site exhibition hall.

设计内容包括衢江姑蔑遗址博物馆及考古工作站建设工程的总体规划布局与总平面设计相关图纸；建筑平面图、立面图、剖面图及各种分析图；效果图；有关设计说明等。其它相关图纸不限。

The design content includes drawings of overall layout and graphic design; planar, elevation, section and analysis drawings; renderings and relevant design specifications about the site museum and the archaeological workstation of Archaeological Site Park of Gumie in Quzhou. There is no limitation for other relevant drawings.

项目总投资匡算暂定为3亿元（以发改局正式的项目合并文件投资额为准）。方案设计应进行投资估算，针对提交方案的经济合理性进行概念分析。

Investment estimation is required in the process of design and conceptual analysis of economic rationality should be conducted for proposed schemes.

四、征集形式

4. Collection Form

(一) 第一阶段：公开报名及资格预审

(I) Stage I: Public registration and pre-qualification

通过资格预审从报名参与本次方案征集的单位中遴选5家高水平设计单位（联合体）入围方案征集，同时选出1-2家备选机构。资格预审结束后，主办单位将根据资格预审结果向入围设计单位（联合体）发送方案征集邀请函，获邀设计单位（联合体）应于2日内函复确认参与方案征集的承诺书，否则将视为自愿退出，备选机构将依序替补。

Schemes of five high-level design firms (consortiums) will be selected from all candidates through pre-qualification, together with one or two alternatives. After the pre-qualification, the organizer will send invitations for scheme collection to shortlisted design firms (consortiums) in light of the outcome. The invited design firms (consortiums) shall write back within two days to confirm the letter of commitment to participation. Otherwise, they shall be deemed as withdrawing from the collection voluntarily. The alternatives will substitute in order.

1.申请人资格

1. Applicant qualifications

(1)申请人（含联合体）须为独立法人，须具有建筑行业（建筑工程）设计甲级及以上资质，如采用联合体形式报名，其中一方须具有上述资质。

(1) Applicants (including consortiums) shall be independent legal persons with Class A or above qualifications for architectural/architectural engineering design. In case of consortiums for registration, above-mentioned qualifications are required to at least one party involved.

(2) 申请人为境外单位的，须联合国内具有上述资质的设计单位参与本次方案征集，同时境外单位在其所在国家或地区应具有合法营业范围及相应设计许可。

(2) Overseas applicants shall participate in the collection with qualified domestic design firms and possess the legal business scope and corresponding design licensing in countries or regions where they are based.

(3)申请人须由负责方案设计工作的设计单位牵头，联合体成员不超过3家，联合体合作方需签署具法律效用的《联合体协议》，并明确牵头单位、本阶段各方的团队成员名单、分工以及工作比重等。联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体报名。鼓励与具有丰富经验的展陈策划单位组建联合体报名。

(3) Applicants must be under the leadership of design firms in charge. One consortium shall include no more than three members. Consortium partners are required to sign the legally enforceable “consortium agreement” and specify the leading unit, the list of team members of all parties in the current stage and the division and proportion of work. Consortium members shall not sign up for the collection again by themselves or in alliance with other design firms. It is encouraged to form consortiums with experienced exhibition planning companies for registration.

(4) 设计团队要求

(4) Requirements for design teams

主创设计师须为牵头单位人员，从2000年1月至今须具有遗址博物馆、大型公共文化建筑等相关项目业绩（须为已建、在建、中标项目）。

The chief architect must come from the leading unit and has designed museums, large public cultural buildings or other completed, under-construction and bid-winning projects since January 2000.

本次活动要求主创设计师参加汇报评审等会议，后续深化设计阶段主创设计师需按业主需求参加后续相关评审会议。一旦报名成功，则视为接受本条款说明。疫情期间，境外主创设计师如不能入境，经主办方认可，可通过视频方式参加启动会和相关汇报。

Chief architects shall participate in meetings for briefing and evaluation and relevant follow-up review meetings as required by property owners in the stage of detailed design. Those who are successfully registered are deemed to accept the terms. Overseas chief architects can attend the kick-off meeting and relevant briefings via a video link in case of entry refusal owing to anti-pandemic regulations.

设计团队应包含建筑、结构、景观、BIM等专业人员，专业人员配置应包含但不限于上述专业。

A design team should include but not limit to professionals in architecture, structure, landscape and BIM.

在设计过程中若主创设计师与资格预审材料所提交的信息不符或未经主办方认可擅自更换主创设计师的，则视为参加资格无效，主办方将对其单位和个人纳入相关诚信管理。

If chief architects are found inconsistent with the information stated in pre-qualification materials or changed without the sponsor’s approval in the process of design, their qualifications would be deemed invalid. The sponsor will put relevant firms and individuals into integrity management accordingly.

End at 14:00 on September 26, 2022 (Beijing time)

资格预审报名文件须在截止时间前送达至指定地点。资格预审文件以最终收到的纸质材料为准，在截止时间以后送交的材料不予受理。

The registration documents for pre-qualification must be delivered to the designated address before the deadline. The finally received paper materials shall prevail. Materials delivered after the deadline will not be accepted.

3.资料提交

递交资格预审报名文件截止时间为2022年9月26日14时00分，地点为中国建筑文化中心904室（北京市海淀区三里河路13号）。本次征集不接受网上邮件报名，逾期送达或者未送达指定地点的递交资格预审报名文件，征集人将不予受理。

The deadline for accepting registration documents is 14:00 on September 26, 2022. The receiver address is Room 904, China Architectural Culture Center (No. 13, Sanlihe Road, Haidian District, Beijing). Registration documents in the form of emails are excluded. The collector will not accept registration documents that not delivered on time or to the designated address.

(二) 第二阶段：概念方案编制及评审

(II) Stage II: Conceptual scheme preparation and review

设计应满足方案征集文件要求，达到概念性方案设计深度（含投资估算），并提交成果著作权声明及正式商务报价。正式商务报价应以本项目的限价为上限，且不得超过应邀及公开报名时提交的初步商务报价。

The design shall meet what are required by the collection document and reach the extent of conceptual schemes (including investment estimation). The copyright statement and official commercial quotation of the results should be submitted. With the project’s price limit as the ceiling, the official commercial quotation shall not exceed the initial commercial quotation made upon invitation and public registration.

(三) 第三阶段：合同履行

(III) Stage III: Contract execution

中选方案的设计单位（联合体）将获得方案设计委托合同，依据甲方及相关规划管理部门的要求进行方案调整和深化工作，至达到方案报规要求。

Design firms (consortiums) of selected schemes will obtain the contract for entrusted design (when architectural schemes are reported for approval). The detailed design of architectural schemes shall meet the requirements for the depth of results as agreed in the design contract.

施工图设计需另行组织招投标工作，优胜单位有施工图设计的优先权。如不参与施工图设计工作则需要提供立面控制手册及材料选样、定样，并提供不超过5次的现场服务。

A tender should be organized for the construction drawing design. The successful bidder has the priority over the construction drawing design. Without the intention to participate in the construction drawing design, the successful bidder is required to provide the elevation control manual, material sample selection, and sample confirmation, and to render at least 5 field services.

五、 日程安排

6. Competition Prize and Detailed Design Fee

（一）奖金

(1) Competition prize

入围设计单位（联合体）提交的设计成果应满足设计任务书要求，经专家评审委员会认定为满足本次方案征集要求的将获得相应的奖金。根据专家评审结果，作为推荐方案的3家入围设计单位（联合体）将各补偿人民币120万元（含税），其余2家入围设计单位（联合体）将各补偿人民币100万元（含税）。

Design results submitted by shortlisted design firms (consortiums) shall meet the requirements of design specifications and will obtain corresponding compensation fees if being judged valid by the expert appraisal committee. In light of the results of expert review, three design firms (consortiums) of recommended schemes will each receive compensation fees of 1.2 million yuan (tax included); and the other two shortlisted design firms (consortiums) will each receive compensation fees of 1 million yuan (tax included).

（二）深化设计费

(2) Detailed design fee

若应征设计团队的方案最终被评定为优胜方案，确定为本次征集活动的中选单位，签约主体将与中选单位另行签署深化协议，对方案进行优化调整，相应深化费用根据国家有关标准和行业市场现状另行确定。

If the program submitted by a design team is assessed as a successful program by the final deliverables review committee, the design team will be fixed as the successful bidder of this solicitation.

（三）费用细则

(3) Fee rule

若经专家评审委员会评定，应征人的方案没有达到设计任务书要求的，应由专家评审委员会单独出具书面意见且有半数以上评委签字，具体阐明不符合要求的设计内容以及扣款标准，签约单位将根据该书面意见扣减直至不支付应征人方案征集费。

If the program submitted by a bidder is assessed failed to meet the specifications of the project statement by the final deliverables review committee, a written opinion will be separately issued by the final deliverables review committee and signed by over a half of the judges, which sets out the non-conforming content and penalty rate. In this case, the co-organizer will deduct the compensation for the submitted program according to the written opinion, until no compensation is required to pay.

设计费包括了为完成招标范围所列所有工作的一切设计费用,以及为实现设计工作目标所提供的公司技术支持、后勤保障、办公费用、考察调研费等，为含税价格。

The said design fee is the price including tax, which covers all fees and costs incurred in all works as set out in the tender scope, and the fees and costs relating to technical support, logistics guarantee, clerical fee, survey and study as necessary for attaining the objective of design work.

七、成果要求

7. Requirements for Results

（一） 公开报名资格预审成果

(1) Pre-qualification results for open registration

资格预审成果包括应征文件、电子文件两部分，具体要求如下：

The pre-qualification results include application and electronic documents. The specific requirements are as follows:

应征文件：包括申请人报名表、资质证明文件、申请人及主创设计师相关业绩、主创设计团队成员表及相关证明材料、初步商务报价等内容，如为联合体报名，须提交联合体协议、联合体成员工作分工方案，以上内容需提交2份盖章纸质文件。

The application document includes the applicant’s registration form, qualification certificates, relevant achievements of applicants and chief architects, the member list of the creative design team, relevant supporting materials and preliminary business quotations. In case of consortiums for registration, the consortium agreement and plan on division of work shall be submitted in two sealed printed copies.

电子文件：包括应征文件电子版（可编辑格式）、设计单位简介和主创设计师业绩纸质版A3文本（限30页以内）、资格预审演示文件PPT（须采用附件模板），电子文件应包含以上所有成果，需提交U盘1个。

The electronic document includes the electronic version of the application document (editable format), brief introduction to design firms and achievements of chief architects in the A3 paper size (limited to 30 pages) and pre-qualification presentations in the PPT version (the attachment template is required). All the above results should be included by the electric document for submission in one USB flash disk.

（二）建筑方案征集成果

(2) Results of Architectural Scheme Collection

征集阶段设计成果主要包括设计文本、展板、动画及多媒体汇报文件和实体模型等，其中设计文本由设计说明和图纸组成。设计说明主要包括建筑方案构思、结构设计说明、建筑声学设计说明、技术经济指标等；图纸主要包括总平面图、建筑各层平面图、立面图、剖面图、效果图、设计分析图等；动画演示限时5分钟（具体以最终发布的方案征集任务书为准）。

Main design results in the collection stage include design texts, display boards, animated demonstrations, multimedia reports and physical models. Of them, design texts are composed of design specifications and drawings. Main design specifications include the conception for architectural schemes, description of structural design and architectural acoustics design, and technological and economic indicators. Main drawings include the general layout plan; plans of each level; renderings and elevation, section and analysis drawings. Animated demonstrations are limited to five minutes each (subject to the finally released job specifications).

The consulting unit is responsible for the specific work and its letters confirmed by the sponsor or signatory have the equal validity.
